Read the policyWhere Phuong stands
Water policy should be understandable, accountable, and rooted in the daily needs of District 6 families.
Protect long-term supply, strengthen conservation partnerships, and demand clear, transparent rates.
Prioritize dam and levee safety, creek maintenance, and emergency readiness where the risk is greatest.
Reduce pollution, restore habitat, and invest in nature-based solutions that make our region more resilient.
Use plain-language budgets, accessible meetings, and regular District 6 updates so residents can follow major decisions.
Bring multilingual outreach and neighborhood roundtables into planning early—not after decisions are already made.
Expand pathways into water careers and ensure qualified local, small, and diverse businesses can compete for public work.
Meet Phuong
Phuong has built his career helping residents navigate government—and making sure community concerns reach decision-makers.
As a Field Representative in the Office of State Senator Dave Cortese and a former member of the Santa Clara County Democratic Central Committee, Phuong has worked alongside neighborhood advocates, nonprofits, labor, community leaders, and public agencies.
He helped bring attention and government response to vandalism affecting Little Saigon businesses and the theft of culturally significant statues from the Viet Heritage Garden. On the Valley Water Board, he’ll bring that same accessible, collaborative, and accountable approach.
